"Euscelis incisa" is a leafhopper species in the family Cicadellidae. It is found in Europe, North Africa, and Asia. It is formerly known as "Euscelis plebejus", among other names.
Leafhopper (Euscelis incisus) This sighting was a verry fortunate one as this individual had the good grace to literally flash before my eyes (right to left) before landing on a small stem just cms away.

It was also fortunate I already happened to have my nose close to the ground investigating an earlier, unrelated surface movement. There's not a chance you'd see this fella going about its business in short grass from a standing position.

Behavior

"Euscelis incisa" can be used as a vector of the bacterium "Spiroplasma citri", a mollicute bacterium that is the causative agent of the Citrus stubborn disease, to experimentally infect white clover.
