There was a lot of shade in this area, therefore the wings look black instead of brown. The Texas Wasp Moth

The Texas Wasp Moth is a moth of the subfamily Arctiinae. It is found in South America, Central America, Mexico, the Antilles and southern United States. The wingspan is 32–34 mm. Adults are on wing year round. They mimic a paper wasp.
