Altica probata

Brassy-black, somewhat flattened body with smooth elytra; hind femora thickened for jumping.
Metallic flea beetle Altica sp. BugGuide says the genus Altica is undergoing some revisions.... at the time my book was written this is likely either A. probata or A. tombacina, with the main difference being the plant it feeds on. ITIS also still lists this as a verified species, so I'm going with it for now. Given I saw many wild roses bushes in this area I would say this is A. probata.
