I'm not sure who fed on this fern, possibly an early-instar sawfly larva as mentioned by Charley Eiseman here:

  2. Excellent to document this type of "damage", as well as leaf mines and galls! There should be plenty of this sort of feeding images hidden deeply between thousands of my images as well - will make a point of digging these out when I stumble on them. Posted 5 years ago, modified 5 years ago
