    I am not convinced this is a Ceanothus velutinus. From what I can see of the leaves they are pointed, not round.
    I would rather assume this is some kind of Spiraea but I'm not sure wich one. There are a few possible species or hybrids thereof e.g. the birch-leaved Spireaea (Spiraea betulifolia var. lucida).
    Where did you take the photo - was it in the wild or cultivated?
