I know the wings are tattered, here is another photo that shows the marketing on the forewing.

The Queen Butterfly is a North and South American butterfly in the family Nymphalidae with a wingspan of 70–88 mm. It is orange or brown with black wing borders and small white forewing spots on its dorsal wing surface, and reddish ventral wing surface fairly similar to the dorsal surface.

Just like monarchs, this butterfly was thought to be undesirable for predators due to its toxic diet, making it distasteful or even dangerous. However, a deeper study shows it's not toxic to eat. Instead, this butterfly is always near similar-looking species that actually are toxic. This confuses predators, which conclude this species likely is toxic as well.
