Thimbleweed - Anemone cylindrica
Thimbleweed is an upright plant with cylindrical clusters of fruits (achenes). When mature, the achenes have white, puffy tails, and the cluster releases them to the wind. Its root system produces a substance, protoanemonin, that inhibits growth of other plants.
Habitat: It was near the edge of a pond in an overgrown area.

''Anemone cylindrica'' is an upright growing, clump forming herbaceous plant species in the genus ''Anemone'' and family Ranunculaceae.

Anyways, I used the PlantNet mobile app and took a photo of your photo on screen. 9 times out of 10 this leads to poor or no matches, but this time it has a 2 star match (out of 5). Sounds low, but usually it's like 0.1 out of 5. So it simply gave me the ID. I then searched for reference photos for that ID in Google Images and found just this one in the wooly state.
