Male Giant Scale Insect - Drosicha corpulenta
I think its ironic that they are called Giant Scale Insect when this one is just around 1 cm in size.
This looks similar to Drosicha corpulenta but cannot be 100% sure as I was told that there some minor features visible only when viewed under the microscope to determine the different species.

"Drosicha corpulenta" is a species of giant scale insect in the family Monophlebidae, in the superfamily Coccoidea. It is native to eastern Asia where it feeds on a range of trees, shrubs and non-woody plants.
