    You have uploaded an interesting photo introducing two new species - the terminal bud gall midge (Rhopalomyia californica) on coyote brush (Baccharis pilularis). Unfortunately, the system does not allow to identify them both on one photo. As there is no Wikipedia entry for the gall midge to identify it automatically, I will create one in the JungleDragon database. You can send a request for this from the advanced options on the identification window. If you have another photo showing the plant you can upload it too.

The galls caused by the coyote brush bud gall midge (Rhopalomyia californica Felt, 1908) often have leaves protruding from them.
