This is a nymph of Phasmid from the species Ophicrania viridinervis, it is probably a few days old, seen on Bamboo.
Nymphs of Phasmids from the genus Ophicrania has been known to be of bright colours like in this picture, turquoise blue. Other species has bright green, yellow or red coloured nymphs.

The species Ophicrania viridinervis (Stål, 1875) is a Phasmid from the subfamily Clitumninae Brunner von Wattenwyl, 1893 and tribe of tribe Platycranini Brunner von Wattenwyl, 1893.
