"Pantala flavescens", the Globe Skimmer or Wandering Glider, is a wide-ranging dragonfly of the family Libellulidae. This species and "Pantala hymenaea," the "Spot-winged Glider", are the only members of the genus "Pantala" from the subfamily Pantalinae. It was first described by Fabricius in 1798. It is considered to be the most widespread dragonfly on the planet.

The map of Portugal does show that there is fresh water around for breeding, but, if you check out the water running off the Atlas mountains in Morocco, Algiers and Tunisia, it doesn't seem worth the effort of traveling any further north.
It is amazing that the dragon reached the azores, probably assisted by a freak storm. But once there, the temperature and latitude are correct, and there is a plethora of fresh water running from the volcanic mountains and lakes. So the population will thrive and indeed grow. One exceptionally cold spell, and it will all be over.
If you want to see flavescens, you need to cross over and do some stream walks, with adjacent flat fields. When I am done typing here, I will add another image to the series for you, to show what you are missing :)
