The Garden Spider part is a rough presumption, I haven't found an exact match yet. Likely the genus is Argiope. This web has a clear stabilimentum, or web decoration. More info on the supposed function of it here:

      I know, on the day I posted it, I spent two hours on it, and came up empty. I believe I found one visual match online, yet without an ID. A determination group on Facebook did not bring it closer than the genus level either. Posted 9 years ago
