Sepsis punctum, Heesch, Netherlands
Really tiny, erratic and hard to capture. I first though it was an ant running on a leaf. This species is in the Sepsidae, which in English means "Black Scavenger Flies" but in Dutch is called "Wink flies or wave flies". This is due to their behavior of constantly flapping their wings even when not in flight.
