BugGuide says - Heterogaster behrensii. Though I hope they aren't just basing that on location. The other species (which is imported) occurs in SW British Columbia, which isn't exactly far away, and I don't think bugs respect borders.

"Heterogaster behrensii" is a species of true bug in the family Heterogastridae. It is found in Central America and North America.
