The city appears to be encouraging them, many buildings had signs on them that they were hosting kestrel nesting boxes. These ones appear to have found a spot they liked without any extra help. It seemed that they were very effective pigeon (rock dove) control... though the city is old and full of crevices the pigeon population was quite small.
