Believe it or not, this is red seaweed. It's usually red (as you can see from the red in the lower right), but gets bleached. I always think of it as 'sea bones'.

"Corallina officinalis" is a calcareous red seaweed which grows in the lower and mid-littoral zones on rocky shores.
