I believe this to be a spices of Long-eared Owl (Asio otus, previously Strix otus) http://en.wikipedia.org/wiki/Long-eared_Owl while the Wikipedia page doesn't do it justice, it is known to inhabit North-west Africa and some of the images on the images page are a dead ringer. It is found in Algeria, Chad, Egypt, Eritrea, Iraq, Israel, Jordan, Kuwait, Libya, Mali, Mauritania, Morocco, Niger, Oman, Qatar, Saudi Arabia, Senegal, Sudan, Tunisia, United Arab Emirates.
