Lobed Plume Moth
Oddly enough, I haven't seen one sighted in California. They're usually east coast moths or in Canada. I tried to compare it with the Gumweed Plume Moth (Dejongia californicus), but it looks a lot more like Dejongia lobidactylus. Hitchhiker, or has it expanded its range.

''Dejongia californicus'' is a moth of the family Pterophoridae. It is found in North America, including California and the south-eastern United States.
The wingspan is 14–26 millimetres .
The larvae feed on Asteraceae species, including ''Isocoma veneta'' and ''Grindelia'' species.
