Sorry for the poor quality, this is a crop due to the distance. Species fact: in literature, the "Elanus caeruleus" is often referred to by the common name "Black shouldered kite". This is confusing as that is also the common name for the Australian species (Elanus axillaris).

The Black-winged Kite is a small diurnal bird of prey in the family Accipitridae best known for its habit of hovering over open grasslands in the manner of the much-smaller kestrels.
