
"Ischnura senegalensis", also known variously as common bluetail, marsh bluetail, ubiquitous bluetail, African bluetail, and Senegal golden dartlet, is a widespread damselfly of the family Coenagrionidae.

Notice the black thoracic lateral stripes. Also note that I. vertalicis is a North American species.
This looks more like a female Ischnura senegalensis to me.
