
Dragonfly possibly Wandering Glider (Pantala flavescens)
Typically seen during the monsoon season in AZ. Male and female with yellow-brown body, appearing orange or orange-yellow in flight. May have small dusky colored spots at tips of wings.
Large dragonfly, length 4.5—5.0cm, wingspan 4.0—4.5cm. Flies constantly near water.
"Pantala flavescens", the Globe Skimmer or Wandering Glider, is a wide-ranging dragonfly of the family Libellulidae. This species and "Pantala hymenaea," the "Spot-winged Glider", are the only members of the genus "Pantala" from the subfamily Pantalinae. It was first described by Fabricius in 1798. It is considered to be the most widespread dragonfly on the planet.

But it doesn't appear to be Pantala flavescens, overall markings and pterostigma are different.
I'm not an expert in new world odonata, but I leave here a fine Genera key for you to explore:
