The Italochrysa stigmatica

Italochrysa stigmatica is an insect from the lacewing family Chrysopidae, belonging to the order Neuroptera. This species, unlike that of other species of the genus Italochrysa, has spots on the base of the forewing. The species is found in Southwestern Europe, North Africa and the Middle East.
