Aleurotuba jelinekii - Puparium
Another parasite on Viburnum tinus, the Viburnum whitefly.
This whole "structure" approaches nearly 1mm in diameter, but I found that with the bulky wax mass on top it is a real challenge to find a sweet spot for focusing with enough/desired magnification.
Some sources seem to address this as the puparium while others address it as a nymph/larva, with the same naming issue as with 9Lichtensia viburni : It being a Hemiptera would suggest "nymph" but many authors seem to prefer "larva".

Aleurotuba jelinekii, the Viburnum whitefly is a species of Whitefly (Aleyrodidae) that is technically polyphagous, but has a clear preference for Viburnum spp., mostly even just Viburnum tinus.
