Overwinter Form of Chrysoperla rufilabris
Crawling through oak and hickory leaf litter at a mixed forest edge.
Update! I got some answers!
According to Jonathan Hoskins on BugGuide:
"An excellent example of its brown/tan overwinter form. This is the only member of the pudica-group (denoted by pointed hind wingtips) I'm aware of that does so (others overwinter in other forms, such as pre-pupae). C. rufilabris is also the only eastern species with black cross-veins and gradates."

Chrysoperla rufilabris is a species of green lacewing in the family Chrysopidae. It is found in the Caribbean, Central America, and North America.
