Euproctis chrysorrhoea - Young caterpillar
Loads of hibernation "cocoons" in the tips of twigs of Sea buckthorn, with presumably, many, many little caterpillars of Euproctis chrysorrhoea in them. I made a slit in one to have a look at one of the young caterpillars inside.
I had a hard time finding other images of this stadium caterpillar for comparison, so not too many around it would seem.

The brown-tail is a moth of the family Lymantriidae. It is distributed throughout Europe. It is found in North America only on the coast of Maine and Cape Cod where it is considered an invasive species that arrived in the U.S. in the 1890s on nursery stock coming from Europe.
