Probably Samburu, although it's a bit of an unfair question, different species North & South of the equator. Never made it to either of the Tsavo's - the Masai Mara was fabulous, & I remember tenting in Amboselli, again wonderful - when elephants passed between the moon and our tent (never to be forgotten)!! The next morning there were army ants passing 1 metre from the tent flap!
Samburu, but we were last in Kenya in 1986 so everything will be way out of date. The Shimba Hills Reserve was fascinating but that's down near Mombasa & I think there are still black Rhinoceros in the Nairobi National Park where we saw some of the Wildebeest migration.
The Rift lakes will be much changed but were great for birds, visited Naivasha, Nakuru, Baringo & Bogoria, some in 1981! As you'll be aware the droughts & occasional inundations have changed just about everything.
